The
South Florida Regional Planning Council, Miami-Dade County Department
of Planning and Zoning (MDPZ) and the South Florida Water Management
District (SFWMD) are signatories to a Memorandum of Understanding
(MOU) authorizing the SFRPC to manage the project.
In
February 2002 the SFRPC issued a request for proposals for the Watershed
Project. The Keith and Schnars Team prepared a proposal and was
selected as the consultant in August 2002. The Keith and Schnars
contract received approval from the SFRPC Board and Miami-Dade County
Board of County Commissioners and was executed in May 2003.
As
the general manager for the study, the SFRPC is responsible for
arranging meetings, serving as a conduit for information between
Keith and Schnars, the Advisory Committee, and the Technical Review
Committee, reviewing work products and managing Keith and Schnars'
contract.
Miami-Dade
County will provide technical support to the SFRPC and Keith and
Schnars. Technical support will be coordinated through the Department
of Planning and Zoning (MDPZ) and may include staff support from
the County's Department of Environmental Resources Management (DERM),
Water and Sewer Department, Public Works and other relevant County
Departments. Upon completion of the Watershed Plan MDPZ will process
one or more applications to amend the County's Comprehensive Development
Master Plan (CDMP).
The
SFWMD will assist in the review of work products, attend meetings
and provide available base data to the SFRPC and Keith and Schnars.
The SFWMD will consider the adoption and implementation of Watershed
Plan recommendations that fall within its jurisdiction.
The
Advisory Committee is comprised of a broad cross section of interests.
This Committee is charged with serving as a conduit for information
between the Project Team and their respective organizations. The
Advisory Committee members will meet monthly and will be providing
comments on work products throughout the study.
The
Technical Review Committee (TRC) will compliment the Project Team
by identifying accurate and credible data sources, reviewing methodologies
and commenting on work products.
The
TRC will be composed of experts in following fields:
- Land
Use Planning/Urban Design/Rural Design;
- Water
Modeling/Hydrology;
- Land
Use Law/Property Rights;
- Natural
Areas/Habitat Management;
- Economics;
- Marine
Biology; and
- Engineering.
Keith
and Schnars is the lead firm for the consultant team. As such, Keith
and Schnars is responsible for the development of the South Miami-Dade
Study and Plan. This task includes cataloging and reviewing data,
public involvement, designing land use scenarios, analyzing development
impacts, developing a land use plan for 2015 and 2050 and recommending
implementation strategies. This organizational
